I believe Gaile addressed this in a Chat or another thread. They actually planned to have Pandas, but apparently the Chinese government objected due to the possiblity of some sort of violence happening to the pet (virtual or real life), so Anet dropped the idea.

Anet has explained that they may not use the likeness of a panda in a combat setting lest they choose to STOP marketing the game in all Asian countries, where even its likeness is protected by law.

It's unrealistic to keep begging for something they legally cannot do.

I understand the reason. maybe they should make Panda as a birthday pet, it will not be harmed that way, or is it also forbidden ?

i didnt mean to kill pandas, just wanted to have such pupil
